Zone 0 and Topanga's oaks
Nobody in Topanga wants to hear a state rule aimed at their oaks, and here is the honest status: the April 17, 2026 Board of Forestry draft scaled back the blanket vegetation removal in earlier drafts, in part because residents across California pushed back on losing mature trees and the shade they provide.
What the draft targets is fuel, not canopy: dead material, resinous shrubs against walls, litter buildup in the first five feet. A maintained oak, limbed up, canopy clear of the roofline, with clean ground beneath, is a different object entirely, and county-level implementation decides how the final language reads on the ground here.
Our standing advice: never remove a tree on the strength of a draft regulation. Ask LA County Fire, or have a licensed contractor walk the parcel and tell you what the current text actually requires.
A fire-wise Topanga yard, zone by zone
Topanga gardeners were doing native, drought-tolerant, fire-conscious landscaping before it had a hashtag. Zone 0 formalizes the innermost band and leaves the rest of the parcel to the defensible-space rules you already work with:

Do Topanga's oaks have to come out under Zone 0?
No blanket removal is on the table. The April 2026 draft scaled back earlier vegetation language after statewide pushback about mature trees and shade. A maintained oak with a clean canopy and no dead material is treated very differently from dry brush against a wall. Confirm specifics with LA County Fire before touching a tree.
Can I keep any plants in the first 5 feet?
The draft points toward hardscape and noncombustible cover in the band, with limited allowances still being debated. Treat well-irrigated, low, high-moisture plantings as a maybe pending the final text, and everything dead or resinous as a no.
What replaces bark mulch against the house?
Gravel, decomposed granite, stone, and pavers. Decomposed granite in particular reads as canyon-native, drains well on slopes, and costs little. Bark and shredded wood mulch are exactly what embers are looking for.
Does Zone 0 change my existing brush clearance work?
Your 200-foot defensible-space obligations continue unchanged, and LA County Fire still inspects for them. Zone 0 adds the innermost 5 feet as a new, stricter band on top. The Fire Safe Council's chipper days remain the easiest way to handle the outer-zone green waste.
